These games take quite a while to get a proper one (if they even do) due to how big they are. I do know a lot of the Cold Steel cast, if not all of them, are union-based as the game characters who actually made an appearance in the anime were unable to voice their characters in the anime because Crunchyroll refused the unions demands. Granted it might take a bit more setup time for Daybreak given that they had to cast an entire arc of new characters instead of bringing back people from the previous game. The ones on Steams forum that go around claiming that dubbing the games is why they take the time they do are usually doing such in hyperbole and trolling. The voice work is likely completed within a matter of a few weeks once they actually get in the studio to begin recording.
